As part of its working visit to the Federal Republic of Germany, a delegation from the Republic of Uzbekistan is conducting a comprehensive review of advanced approaches to state asset management, improving state-owned enterprise performance, and strengthening corporate governance frameworks.
One of the key events of the first working day was a visit to the Federal Ministry of Finance of Germany. During a meeting with Dr. Christina Klass and GIZ Project Director Dr. Berthold Volberg, the Uzbek delegation familiarised itself with the institutional foundations of state asset management, as well as the practical mechanisms through which the state performs its ownership functions.
The delegation paid particular attention to enhancing corporate governance and strengthening the accountability of management bodies in state-owned enterprises. As part of a dedicated seminar, participants examined German approaches to the organisation and functioning of supervisory boards, accountability mechanisms, the definition of board members’ powers and responsibilities, and the separation of the state’s role as owner from the day-to-day operational management of enterprises.
The discussions also covered the legal and institutional frameworks governing state shareholdings, the key principles of the German Corporate Governance Code (DCGK), and the potential for applying these principles in the context of ongoing reforms in Uzbekistan’s public sector.
The study of Germany’s experience is aimed at developing practical approaches to further improving Uzbekistan’s state-owned enterprise management system, enhancing corporate governance standards, strengthening institutional accountability, and ensuring more efficient utilisation of state assets.
As part of the visit programme, the delegation also held a meeting with representatives of the Federal Agency for Real Estate (BImA). The Uzbek side was introduced to the agency’s operational framework, organisational structure, and approaches to the effective management of federal real estate.
The working visit serves to strengthen professional dialogue between the relevant government institutions of Uzbekistan and Germany, expand the exchange of practical expertise, and create new opportunities for introducing international standards in state asset management.
The knowledge gained and best practices examined during the visit will provide an important foundation for further improving Uzbekistan’s national state asset management framework, enhancing the transparency of management processes, and reinforcing the principles of effective and responsible state ownership.
The working visit of the Uzbek delegation to Germany will continue until 5 November. The programme for the coming days includes further study of Germany’s experience in managing public real estate and land resources, as well as organising and implementing privatisation processes.
